Background On 5 December 2002, Parliament approved the introduction of a compulsory levy for export education providers to fund a range of export education industry development activities including professional development, promotion, quality assurance and research. Funds raised by the levy are held in the export education industry development fund and are ring-fenced to ensure that strategic development work is ongoing and securely resourced. The Ministry of Education and Education New Zealand have negotiated a management contract, which saw ENZ take over responsibility for and management of the annual work programme in direct consultation with the industry from 1 July 2004. ENZ uses an industry reference group structure to guide the development and implementation of the work programme associated with the EEIDF. The reference group members are nominated by the industry’s sector bodies and the work programme is developed annually.
