Message from The Chair

Charles FinnyWelcome to the first E-News from our new Government agency, Education New Zealand. We are excited to be launching a new era for international education in New Zealand.

Education New Zealand is starting out with clear and exciting expectations from the Government for the growth of the sector up until 2025, as you will see from the article in this edition about the Leadership Statement.

Achieving these goals will be challenging, but they will be achievable if Education New Zealand delivers a quality product, if the NZ Inc dynamic works well, and if we can bring the entire sector with us.

Ultimately it will be up to the sector to deliver the increased student numbers and the services export earnings the Government is seeking. Our role is to help the sector get there.

Reaching these goals is important; it has important implications for the overall economy and for every New Zealand region also. We look forward to working with economic development agencies and education providers throughout New Zealand to help achieve regional and national goals.

One of my first tasks is to get out to meet with you all and discuss how together we can achieve the goals the Minister has set for us.

We look forward to working closely with the sector over the years ahead.

Education New Zealand Launch

imageOn September 1, the staff at Education New Zealand’s Wellington office were joined by Hon Steven Joyce, members of the ENZ board, and special guests from government departments, industry peak bodies, and educational institutions to officially launch the new crown agency. 

The Minister spoke of his excitement in finally launching this new undertaking, which was developed by him in cooperation with the Ministry of Education, Education New Zealand Trust, New Zealand Trade & Enterprise and the Ministry of Foreign Affairs and Trade.

The agency will be working to meet the goals of the Minister’s upcoming Leadership Statement on international education.

The launch event included a blessing of the new office by local Maori leader Sam Jackson.

Leadership Statement for International Education

imageOn September 15, Hon Steven Joyce, Minister for Tertiary Education, released the Government’s Leadership Statement for International Education, a document intended to set out the government’s goals for the industry.
The statement, which aims to double the economic value of international education to $5 billion over the next 15 years, includes targets to:

  • develop and sustain mutually beneficial education relationships with key partner countries as a leading part of New Zealand Inc strategies in Asia, the Pacific, the Middle East, Europe and the Americas
  • increase annual revenues from providing education services offshore to at least $0.5 billion
  • increase the number of international students enrolled in New Zealand providers offshore, from 3,000 to 10,000
  • double the number of international postgraduate students (particularly in Masters programmes), from 8,000 to 16,000
  • increase the transition rate from study to residence for international university students, and
  • increase New Zealanders’ skills and knowledge to operate effectively across cultures.

What’s the Plan?

imageEducation New Zealand has been established with the ability and the mandate to hit the ground running with the aim of achieving the goals of the Government’s Leadership Statement. Staff members have been transferred from the Ministry of Education International Division, Education New Zealand Trust, and New Zealand Trade & Enterprise into similar roles so that their experience and depth of knowledge can be applied without interruption.

An interim Chief Executive, Lester Wolfreys, has been appointed to oversee the management of the agency until the Board has the opportunity to recruit a permanent Chief Executive. Lester has worked extensively with New Zealand’s education sector.

The board held a two-day meeting in mid-September to begin formulating the strategies that will guide the agency for the next several years. With the Minister’s Leadership Statement providing high level direction, the Board will be developing plans in consultation with the sector and other government departments and agencies over the coming months.

 

Meet the Board

imageThe Board of Education New Zealand was selected by Hon Steven Joyce, and represents a depth of education and business experience that will help to guide the agency to deliver on its goals. Each Board member bring with him or her a unique perspective on international education.


Chair

Charles Finny
Charles Finny was Chief Executive of the Wellington Regional Chamber of Commerce between 2005 and 2010.  Prior to that he worked as a diplomat and trade official, this included postings in China, Taiwan and Singapore.  He is a fluent Mandarin speaker.
Mr Finny is a member of the Board of New Zealand Trade and Enterprise, the New Zealand Film Commission and Kawarau Estate Limited. He is also a member of the Victoria University of Wellington Council and a former Chair of the Local Government Forum.

Board Members

Jenny Alford
Jenny was until recently General Manager for contract education at Auckland Uniservices Ltd. She was appointed to the role in 2004 as part of a new initiative to grow international business in education. Prior to this she held other senior positions at Auckland UniServices, and at the University of Waikato, supporting growth in research and development as well as education business. Ms Alford has wide experience in the management of major education contracts and international relationships.  She also had responsibility for the University of Auckland’s English Language Academy as a major high quality ESOL provider.

Dr Neil Barns
Dr Neil Barns has extensive experience in the tertiary education sector having previously served as the Chief Executive of Christchurch Polytechnic Institute of Technology (CPIT) and the Nelson Marlborough Institute of Technology (NMIT). Dr Barns is a trustee of the current industry body, Education New Zealand Trust, and also serves on the councils of the Bay of Plenty Polytechnic and the Waiariki Institute of Technology.

Jill Tattersall
Jill Tattersall was Chief Executive of Les Mills International Ltd from 2001 to 2010, during which time the company was twice recognised as NZTE Services Exporter of the Year.  A Business Advisor to the recently launched Global Executive Leadership program developed by the University of Auckland Business School, the ICEHOUSE and NZTE, Ms Tattersall was named one of the country's outstanding business managers by the National Business Review in 2004.

Elizabeth Valintine
Elizabeth has been involved in developing and managing businesses for over 40 years, of which 20 have been in the tertiary education sector. Ms Valintine is the founder of Media Design School (MDS), a private school specialising in the creative technologies.  Over the years Media Design School built a highly credible international reputation, each year winning numerous awards and recognitions. The school was recently acquired by the American owned Laureate Universities , the world's largest education group with over 650,000 students.

Ms Valintine has provided advice regarding the use of creative technologies to government agencies such as the Ministry of Economic Development and New Zealand Trade and Enterprise. She has also been a member of various working parties involving the New Zealand Qualifications Authority and the Tertiary Education Commission. She is currently a Board member of Abilities Incorporated, a not-for-profit organization employing about 120 disabled people in Auckland as well as being a director of two other companies.
