The organisation is governed by an independent Chairperson and Board of Trustees that are elected by an Electoral College of New Zealand.

Hon David Caygill, Education New Zealand Trust Chairperson


Hon David Caygill is a former Cabinet Minister and Member of Parliament (MP). He graduated B.A., LL.B (Hons) from the University of Canterbury. He served three terms on the Christchurch City Council and as an MP for 18 years. During the Lange and Palmer governments he was Minister of Trade and Industry (1984-88), Minister of Health (1987-88), and Minister of Finance (1989-90). In December 2003, David was appointed Deputy Chair of the Commerce Commission.
As Chair of the Electricity Commission, David has also been appointed as an Associate Member of the Commerce Commission, and a Board Member of the Energy Efficiency and Conservation Authority.


Prof. Neil Quigley, Deputy Vice Chancellor, Victoria University of Wellington


Neil Quigley is Deputy Vice-Chancellor (Research) and a former Pro Vice-Chancellor (International) and Professor of Economics at Victoria University of Wellington. He is currently Chair of the NZTEC consortium that is doing work in Oman, and also involved in VUW's activities in Vietnam and China. Neil is the director or trustee of a number of companies and organisations, including the Reserve Bank of New Zealand


Richard Kensington, Academic Registrar, Academic Colleges Group


Richard Kensington is primarily responsible for the international students in the ACG’s seven NZ colleges. ACG has over 1200 international students in New Zealand.

Prior to 2000 Richard was Deputy Principal and International Manager, Kelston Girls’ High School.  He chaired the Russia Education Export Network (2002 to 2005).  The network promoted New Zealand as an educational destination in CIS countries.  

Richard represents ACG on the New Zealand Tertiary Education Consortium (NZTEC) which includes four New Zealand universities and PINZ. He is also involved in new offshore business development for ACG.

Dr. Christopher Tremewan, Pro Vice-Chancellor (International), University of Auckland


Dr. Christopher Tremewan has degrees in Social Anthropology, Political Science and Public Administration from the universities of Auckland, Canterbury and Harvard respectively. He was the foundation director of the New Zealand Asia Institute in 1995. He was elected Senior Associate Member of St Antony’s College, Oxford University, in 1991-92 and in 2004. He was a Visiting Fellow at Georgetown University, Washington DC in 2003 and Visiting Professor at Peking University in 2007-8. He has held senior positions in international development organisations based in Tokyo, Singapore and Hong Kong.

Dr. Neil Barns, Former Chief Exective, Christchurch Polytechnic Institute of Technology


Dr. Neil Barns was co-opted to the ENZ board in 2008 and elected in 2009. He has recently become an independent consultant to the tertiary education sector, but from 2006 until February 2010 was chief executive of CPIT. Prior to that he was chief executive of NMIT (Nelson Marlborough Institute of Technology) from 2002-2006. During his time as a chief executive Neil was a member of the ITPNZ New Zealand board (including Chair in 2005). Neil has been involved in international education for a number of years and is also a member of the PINZ board, which specialises in international education consultancy and projects.

Prue Kelly, Principal, Wellington High School


Prue Kelly is the Principal of Wellington High School - a coeducational secondary school known for educational innovation and progressive programmes. Prue has successfully led the school's international marketing programme for the last fifteen years - attending fairs, working with agents and developing the school's international website. The school won the 2004 Export Education Award.

Prue served on the Board of the New Zealand Secondary School Sports Council for ten years, four as Chair.  She is involved in a number of advisory groups for education organisations.

Prof. Sarah Todd, Pro Vice-Chancellor (International), University of Otago


Professor Sarah Todd has been Pro Vice-Chancellor (International) at the University of Otago since 2006. Prior to that, she was Academic Dean at Otago's School of Business, and is also a Professor of Marketing. Sarah is responsible for the internationalisation of the curriculum and student experience, as well as managing the University’s international relationships.  

In addition to the board of Education New Zealand, Sarah currently serves on the board of Education Dunedin, is a member of the NZVCC’s Committee for International Policy and director of the New Zealand Tertiary Education Consortium (NZTEC). Sarah is also chair of the national steering group for the New Zealand Women in Leadership programme and works with the Commerce Commission on cases related to consumers’ perceptions and understanding of information.

Madeleine East, Principal, Farm Cove School


Madeleine East is in her second term as an elected member of the Education New Zealand Trust Board. As the Principal of Farm Cove Intermediate School in Auckland Mrs. East has a long involvement with international students and export education.  She has worked within the education sector and the Ministry of Education to develop and implement the Code of Practice for the Pastoral Care of International Students and remains involved with supporting initiative for ESOL and international students.


Prof. Roy Crawford, Vice Chancellor, University of Waikato


Professor Roy Crawford is Vice-Chancellor at the University of Waikato and has a BSc, PhD and a DSc from Queen’s University in Ireland.  He is a Professor of Mechanical Engineering, whose primary research interest has been in the mechanical properties and processing behaviour of plastics. His particular expertise is associated with the rotational moulding of plastics and he is widely recognised as a world leader in this field. He is a Fellow of a number of professional organisations and in 1998 he was elected as a Fellow of the Royal Academy of Engineering. In 2005 he was elected as a Fellow of the Society of Plastics Engineers.
